Kèr Kviyākàvo was founded durring the early 12th century in fall of the year 1141, by Nrèsèb Medwin. The establishment of Kèr Kviyākàvo suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
Kèr Kviyākàvo was built using the conventions of Tauric durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Kèr Kviyākàvo is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Kèr Kviyākàvo is is constructed arround a series of restrictive cobblestone mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Kèr Kviyākàvo's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. The town's top tier civilian fortifications have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the town.
A look around Kèr Kviyākàvo seems to be home to a quite vibrant and boisterous community. Everywhere one looks they can see people going out their daily business with a smile and a spring in their step. Children play loudly in the streets, causing untold havoc as youth are want and allowed to do. On second glance, that chaos continues into adulthood. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Yet there are small elements here and there which show the underlying structure of the community. It’s just so complex, organic, and flowing one can only understand what is a piece of the puzzle, but not what its neighbors are.

Kèr Kviyākàvo has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Kviyākàvo. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Kviyākàvo's parks.
Kèr Kviyākàvo has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Kviyākàvo.

Kèr Kviyākàvo has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Kviyākàvo's public wards, blessings, and other arcane systems.
Kèr Kviyākàvo possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kèr Kviyākàvo's grid is powered by a direct leyline tap.
Kèr Kviyākàvo has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Kviyākàvo's natural decorations nor waterways.
Kèr Kviyākàvo has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Kèr Kviyākàvo has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Kèr Kviyākàvo's garrison was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.
Due to the actions of local Kami, summer is short in Kèr Kviyākàvo.
The Grimstalker near Kèr Kviyākàvo are known to be quite timid.
Kèr Kviyākàvo's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves consuming a local toxin to channel Invocation energies of tier 3 via speaking in tongues.
